Information from Norman F. Dalton: Ballarat had a reticulated DC supply in the early part of last century and in 1905 had sufficient generating capacity to enable the trams to be changed from horse drawn to DC electricity. The use of electricity increased with the main power station located on Wendouree Parade, near Webster Street, under the ownership of The Electric Supply Company of Victoria. AC generating plant was installed in 1925 and conversion to AC proceeded. In 1934 the company was taken over by the State Electricity Commission Victoria (SECV) and more AC generation was installed and the changeover of customers was accelerated. This is around the time that the Synchronome Frequency Checking Mast Clock was installed at the Wendouree Parade Power Station. The SECV Annual Report of 1921 states: ::Section 11 of the act directed the COmmission to enquire into the question of securing the adoption of such standards of plant and equipment of a system, frequency and pressure for the generation and distribution of electricity as will admit of the efficient interconnection of undertakings throughout the State. In 1934 when the SECV took over the Ballarat operations the question of linking with the State grid had been a planned operation for some years but due to financial considerations had hindered it and in fact would continue to do so for a further 10 years. So while the need for close frequency control for interconnection was hardly an issue, the need to keep electric clocks correct was important, particularly as this item was a frequent sales point to cover the inconvenience and sometimes expense of converting from DC to AC. The clock is a very accurate pendulum clock with provision for varying effective length during operation for precise time regulation. There are two normal time dials and one is controlled by the pendulum and the other is operated by the system frequency. When the clock was in use it was installed by the MEter and Tests Laboratory and the time was checked daily by radio time signals. The two dials were repeated in the operators control panel in the Power Station. A maximum deviation between the two dials was set in the operating instructions (eg 5 seconds) and the operator would correct this when necessary by remote manual alteration of the turbine governor set point. The clock was used to drive and regulate a system of "slave" clocks which were used to display the time in various locations around the power station. A slave clock is a simple clock which is driven by a small electric motor, its accuracy is regulated by the master clock every 30 seconds to ensure that it and all the other slave clocks in the station are on exactly the right time; slave clocks were placed in various locations, from common rooms to workshops. A master clock could potentially run thousands of slave clocks at one plant. The clock also contains a rectifier. A rectifier is a device that is used to convert AC power to more stable DC current.Two clocks in a timber case. Both are electric, one is powered by the main pendulum mechanism, the other is a self contained electric clock. The main mechanism is of the gravity arm and roller type, which sends an impulse to the slave clocks every 30 seconds. The This Synchronome Frequency Checking Master Clock was used at the Ballarat Power Station. Below the main section of the case is a smaller cabinet containing a rectifier to provide consistent DC power for the clock. The rectifier was made by the Victorian company Hilco, which was located in Burwood. Duncan McDougall was associated with the pioneering X-rays conducted by the Ballarat School of Mines in 1896. He was in the Mendelssohn Choir, and was associated with Professor Ross from University of Western Australia. The Ballarat Courier reported on 20 July 1896:"The Ballarat Courier reported on 20 July 1896 Thanks to the energy of the staff of the School of Mines Ballarat and particularly to Messers F J Martell and Duncan McDougall the assistance of Roentgen xrays will soon be available, for the relief of suffering at this institution. On Wednesday evening 22 July 1896 a number of ladies and gentlemen witnessed a series of experiments with the Roentgen x rays." Duncan McDougall later worked at the Kalgoorlie School of Mines as a lecturer in physics and mathematics. on 19 February 1905 the 'West australian' newspaper announced: " Mr Duncan McDougall, formerly of the Ballarat, and later of the Maryborough Schools of Mines, was appointed to succeed Mr. Hart. Mr. McDougall had also charge of the branch class at Midland Junction. In both cases his work proved thoroughly good. The alterations in the trades class regulations will cause all the students in these classes to take up the study of this subject. I have every confidence that Mr. McDou gall will handle these large classes as successfully as the classes he had last year." By 1925 McDougall is being reported in the Perth Daily News: "Duncan McDougall, lecturer on electrical engineering and physics at the W.A. School of Mines, put forward a scheme for reducing the cost of mining in Kalgoorlie. He contended it was the duty of the State and Federal Governments to establish a central electricity generation plant in Kalgoorlie and supply power to the mines at not more than 1/2d a unit, at 3/4d per unit for winding only, and at 2d per unit for lighting. Two Newspaper clippings pasted onto a single sheet of paper with two Punch holes on the left hand side. First clipping from The Courier, Ballarat, Thursday 19/8/1971 of two photos of a bogie trams in Sturt St. The first one with tram 40 derailed near the intersection of Sturt St with another bogie tram behind. Both trams showing destination of "Special". The photos are associated with a tram tour for Ballarat North Technical School. See Reg items 3765, 3766 for actual prints of the Courier photographs. Second cutting dated 23/7/71 discusses the replacement of the trams with buses, the various dates and trams being sought for preservation after closure, including the City of Ballaarat, the Borough of Sebastopol and the BTPS. Quotes Mr. Pellas, the manager of the Mid-Western Electricity Supply Branch. Newspaper cutting has been altered by cutting to fit the required space on the sheet, and possibly has left out a line in the last column.In red ink in on the first cutting, adjacent to the photo caption "19/8/71" and on second cutting, "23/7/71" in red ink on the right hand upper side of the cutting. Booklet with blue Rexene cover and round corners on heavy card with sheet of paper glued on inside of covers and 32 printed pages stapled with in, titled "Instruction for the Guidance of Employees working on or within reach of Live Low Voltage Conductors". Also possibly known as the "L.V. Blue Book" - see top of definitions page. Dated 1949. Above title has name of the organisation - SECV - Electricity Supply Department. Inside front cover has space to record name and occupation of person issued to. In bottom left hand corner has form number "596-210 R2" Has been stamped "L. J. Denmead" by a hand stamped in blue ink and words "Departmental Tramway Supt." written in using blue ink. Covers general matters, authorised employees, work on low voltage overhead lines, moving a conductor near live wires, public lighting, radio and carrier circuits, batteries, portable equipment, metering work on consumer premises, and definitions. Badge - SEC pass - set of 27, AMOR, c1950?
Set of 27 Stamped enamelled round brass pieces with a hole stamped at the top and ring placed through. Used as a SEC tramways employees pass for either all Provincial tramways, Ballarat or Bendigo only. All badges have the SEC logo in the centre, organisational name (State Electricity Commission of Victoria) in white enamel and outer ring the words "Electricity Supply Department, Provincial Tramways", or "Electric Tramways Ballarat" or "Electric Tramways Bendigo". This is in blue enamel. On the rear are stamped numbers and manufacturers name - "AMOR" or "AMOR MELB" or "STOKES & SONS MELBOURNE" in the bottom portion of the pass. Items .1 -> .10, .12, .13 individually tagged. Has the SEC logo in the centre, organisational name (State Electricity Commission of Victoria) in white enamelled and outer ring the words "Electricity Supply Department, Provincial Tramways". This was in blue enamel. On rear stamped the number "127" Was issued to Mr. Adam Balloch, carpenter with the SEC depot. Block of about 170 tickets - black ink on grey 60 gsm paper, denomination 1d (printed in red), numbered Ab975017 to Ab975199, headed State Electricity Commission of Victoria, Electricity Supply Department, Provincial Tramways. Originally a block of 200 tickets been stapled onto a heavy cardboard back with a heavy metal staple and a small cardboard retaining strip at the top of the ticket. The ticket number is in black ink while the "Ab" prefix is in red. On each side various codes when clipped denoted the destination or section the ticket was validated for. Tickets 975003, 4 and 5 are loose. Tickets Nos - 975026 to 037 have been torn out prior to collection. Each ticket in block has been punched to form a round hole or part to cancel the ticket. Thought to be used prior to 1950's around the second world war. See Reg. Originally a block of 200 tickets been stapled onto a heavy cardboard back with a heavy metal staple and a small cardboard retaining strip at the top of the ticket. The ticket number is in black ink while the "Bc" prefix is in red. On the back of each ticket is a "Bushells, the Tea of Flavour" advertisement. On each side various codes when clipped denoted the destination or section the ticket was validated for. Tickets Nos - 410634 - 38 have been torn out prior to collection. Each ticket in block has been stamped "CANCELLED". Thought to be used prior to 1950's around the second world war. See Reg. On inside of folder is a "Post It" note with handwriting "Robert Ashley Ex Employee" in blue ink. Contained within folder is" 1. "Ballarat, Electricity and the State Electricity Commission" photocopied from an original. Has typed under the heading over white out correction fluid "Notes - Draft notes prepared by Robert W. P. Ashley 1989." The paper gives the history of power supply in Ballarat, including street lighting, ESCo, AC and DC power supplies, the takeover by the SEC, Ballarat A and B power stations, a copy of an advertisement for the SEC in Ballarat.
